Angelia Turner Angelia Turner is an international criminal justice consultant whose expertise helps justice systems and community partners implement curricula and programs based on what works. 

As director for health and justice for TASC’s Center for Health and Justice, Angelia manages consulting and training contracts and grants for selected portfolios. She directs all aspects of this work, including: proposal design, budget management, consultation and training services, and delivery of curricula, trainings, and presentations that respond to identified needs and incorporate relevant evidence-based practices.

Angelia’s criminal justice expertise is grounded in both academic practice and field-based experience. She has guided all stages of system change processes and practice improvement, including rigorous collection of baseline data, program development based on evidence, curriculum design and training, and building collaboration among community stakeholders, education, and the criminal justice system. Angelia has advocated on behalf of criminal justice policy before Congressional and State legislative bodies, and has served as keynote speaker and engaged in televised and virtual criminal justice panel discussions.

Prior to joining TASC in 2020, she served as director/CEO of a consulting firm where she secured and managed over $24 million in grants and contracts. Projects included conducting feasibility studies on behalf of the National Institute of Justice, National Institute on Drug Abuse, and Office of Justice Programs. She also has provided training for corrections personnel on mediation skills and conflict resolution, and has collaborated with federal law enforcement on curriculum design and staff training. Her work has earned recognition from the Federal Bureau of Prisons, Drug Enforcement Administration, Johns Hopkins University, and many state and local corrections systems and civic groups. In addition, she has served in leadership roles in higher education, providing expertise on program development, accreditation review, and curriculum design via both online and traditional formats.

Angelia earned her BS and MS degrees in criminal justice from the University of South Carolina. Originally from South Carolina, she has lived and worked in Texas, California, Florida, Washington DC, and Michigan.
